I'm not sure you can rank atrocities - or should. To do so risks suggesting that lesser atrocities can be overlooked because they are eclipsed by greater ones. They all have to be considered, understood and dealt with by the world. Another kind of moral failure should also be considered: standing by and watching an atrocity unfold - like Bosnia or Rwanda - and not intervening. The failure to use force, if necessary, to protect the powerless isn't the SAME as killing people, obviously, but it's morally indefensible and strategically stupid.
